Kathleen Lynch

Chief Government Affairs Officer

Kathleen (“Kathy”) Lynch has served as Chief Government Affairs Officer at SCRAM since January 2025, where she leads the company’s global government affairs strategy and engagement. An attorney by training, Kathy brings senior leadership experience spanning life sciences, biotechnology, public health, diagnostics, human forensics, and genomics, with a career dedicated to advancing policy frameworks that enable the responsible adoption of innovative technologies.

Prior to joining SCRAM, Kathy spent more than two decades building, scaling, and leading government and external affairs functions for both startup and publicly traded companies. She is deeply committed to advancing global public safety and public health innovation through smart, forward-looking public policy.

Most recently, Kathy led Global Government Affairs and Public Policy for the world’s leading provider of advanced genomic DNA sequencing and analysis tools, supporting applications across precision medicine, population genomics, translational research, clinical diagnostics, and justice-system forensics. She oversaw government engagement and programming across the U.S. federal government, U.S. state governments, and more than 30 countries worldwide. In this role, she developed and implemented policies that accelerated the adoption and reimbursement of next-generation genomics technologies, including innovations benefiting children with rare diseases.

Earlier in her career, Kathy held senior government, external affairs, and corporate leadership roles at Life Technologies and Thermo Fisher Scientific, including serving as Chief of Staff to the President and Chief Operating Officer. She began her career as a corporate attorney in New York City and Boston, advising clients on corporate transactions, mergers and acquisitions, securities, and healthcare law.
