
Chief Government Affairs Officer
Kathleen “Kathy” Lynch serves as Chief Government Affairs Officer of SCRAM Systems, where she leads global government affairs strategy, public policy initiatives, and stakeholder engagement.
An attorney by training, Kathy brings more than 20 years of executive leadership experience across government affairs, public policy, life sciences, biotechnology, genomics, public health, diagnostics and human forensics. She has built and led government affairs and external engagement functions for both emerging growth and publicly traded companies, helping organizations navigate complex policy environments and advance policies that support innovation, public safety, and improved community outcomes.
Prior to joining SCRAM Systems, Kathy led global government affairs and public policy for a leading provider of genomic DNA sequencing and analysis technologies. In that role, she directed government engagement across the United States and more than 30 countries, supporting policies that expanded access to innovative healthcare, research, and forensic technologies.
Earlier in her career, Kathy held senior leadership roles at Life Technologies and Thermo Fisher Scientific, including serving as Chief of Staff to the President and Chief Operating Officer. She began her career as a corporate attorney, advising clients on mergers and acquisitions, corporate governance, healthcare law, and strategic business transactions.
