John Hennessey serves as Chief Operating Officer, Public Safety and Rehabilitation, for SCRAM Systems, where he leads strategy, revenue growth, and market expansion for the company’s public safety solutions business. He oversees initiatives that support courts, corrections agencies, treatment providers, and community supervision programs through technology-enabled monitoring and rehabilitation solutions. 

With more than 30 years of experience in the criminal justice and public safety technology sectors, John brings deep expertise in business leadership, strategic partnerships, market development, and customer-focused innovation. Since joining SCRAM Systems in 2008, he has held a series of senior leadership roles spanning national accounts, sales, international business, revenue operations, and executive management. 

Throughout his tenure, John has played a key role in expanding the company’s domestic and international presence, strengthening customer and partner relationships, and advancing the adoption of monitoring technologies that improve public safety outcomes. Prior to joining SCRAM Systems, he held sales and business development leadership positions at BI Incorporated and served as Director of Marketing and Sales for Justice Benefits. 

John previously served on the advisory board of We Save Lives, an organization dedicated to reducing traffic deaths and injuries through education, innovation, research, and advocacy.
