{"id":883,"date":"2012-02-10T20:53:40","date_gmt":"2012-02-11T03:53:40","guid":{"rendered":"http:\/\/www.alcoholmonitoring.com\/blog\/?p=883"},"modified":"2021-08-26T12:05:59","modified_gmt":"2021-08-26T18:05:59","slug":"south-dakotas-247-program-crosses-the-pond","status":"publish","type":"post","link":"https:\/\/www.scramsystems.com\/blog\/2012\/02\/south-dakotas-247-program-crosses-the-pond\/","title":{"rendered":"South Dakota&#8217;s 24\/7 Program Crosses the&#160;Pond"},"content":{"rendered":"<p>Today the mayor\u2019s office in London <a title=\"Mayors Office, London\" href=\"http:\/\/www.london.gov.uk\/media\/press_releases_mayoral\/mayor-welcomes-new-approach-alcohol-related-crime-london-%E2%80%93-says-more-needed\" target=\"_blank\" rel=\"noopener noreferrer\">issued a release<\/a> announcing the initiation of a 24\/7 sobriety program pilot, modeled after <a title=\"South Dakota 24\/7 Sobriety Program\" href=\"http:\/\/apps.sd.gov\/atg\/dui247\/index.htm\" target=\"_blank\" rel=\"noopener noreferrer\">South Dakota\u2019s successful 24\/7 Sobriety Program,<\/a> which mandates sobriety and tests offenders either twice daily at breath test centers or via continuous alcohol monitoring anklets, known in the UK as \u201ctags\u201d or \u201calcohol tags.\u201d The <a title=\"BBC\/UK\" href=\"http:\/\/www.bbc.co.uk\/news\/uk-16978677\" target=\"_blank\" rel=\"noopener noreferrer\">BBC is running a series of stories<\/a> on the new&#160;program.<\/p>\n<p>South Dakota\u2019s program garnered attention with the BBC in 2010, when reporters did an in-depth story on the program and some early results, which include high compliance rates and reduced recidivism long-term. The 24\/7 concept, which has spread to states like Montana and North Dakota, involves mandatory sobriety for any DUI offender, stringent testing, and swift and sure sanctions for violations. If you have a positive test, you walk right into jail. South Dakota has seen extraordinary double digit drops in the rate of alcohol-related fatalities since initiating the&#160;program.<\/p>\n<p>Front and center in this week\u2019s U.K. coverage is <a title=\"Alcohol Concern\/UK\" href=\"http:\/\/www.alcoholconcern.org.uk\/home\" target=\"_blank\" rel=\"noopener noreferrer\">Alcohol Concern,<\/a> a U.K. national charity focused on bringing attention to the issue of alcohol misuse in the U.K. Their challenge to London\u2019s proposed 24\/7 program is that they want to ensure a temporary period of alcohol testing isn\u2019t seen as the complete solution, and they\u2019re advocating for integrated treatment\/counseling to support long-term behavior&#160;change.<\/p>\n<p>We couldn\u2019t agree more. Alcohol Concern echoes what U.S. groups like the <a title=\"National Partnership on Alcohol Misuse and Crime\" href=\"http:\/\/www.npamc.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">National Partnership on Alcohol Misuse and Crime<\/a> know based on years of cognitive-behavioral studies and recidivism research for treatment-based programs: If you\u2019re sober, your treatment is going to be more productive, and if you have treatment, your long-term outcomes are far better than if you don\u2019t. The <a title=\"National Association of Drug Court Professionals\" href=\"http:\/\/www.nadcp.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">National Association of Drug Court Professionals<\/a> is a judicial organization formed solely to promote specialty courts that all focus on treatment as the basis for long-term behavior&#160;change.<\/p>\n<p>According to Kit Malthouse, deputy Mayor of London, 69% of Londoners welcome banning alcohol consumption for offenders, and only 14% think the state should pay for participation in the new program.
