{"id":6900,"date":"2019-12-12T15:22:13","date_gmt":"2019-12-12T22:22:13","guid":{"rendered":"https:\/\/www.scramsystems.com\/blog\/?p=6900"},"modified":"2019-12-12T15:22:14","modified_gmt":"2019-12-12T22:22:14","slug":"ghsa-report-impaired-drivers","status":"publish","type":"post","link":"https:\/\/www.scramsystems.com\/blog\/2019\/12\/ghsa-report-impaired-drivers\/","title":{"rendered":"GHSA Releases Report on Combating Threat of High-Risk Impaired&#160;Drivers"},"content":{"rendered":"\n<p>This week, the Governor\u2019s Highway Safety Association (GHSA) in partnership with Responsibility.org released a report, <a href=\"https:\/\/www.ghsa.org\/resources\/HRIDReport19\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">High-Risk Impaired Drivers: Combating a Critical Threat<\/a>, which emphasizes the need for a comprehensive and holistic approach to addressing the pervasive problem of High-Risk Impaired Drivers (HRIDs). HRIDs are impaired driving offenders who are likely to drive with a BAC of .15 g\/dL or higher repeatedly, often due to a combination of drugs and alcohol. These drivers cause about one-third of all impaired driving deaths annually and are resistant to changing behavior despite sanctions, treatment, or education.&#160;<\/p>\n\n\n\n<p>The approach\noutlined in this report centers around involving practitioners from many\ndisciplines collaborating to identify the root cause of an offender\u2019s behavior\nand then determining what sanctions should be administered in what is referred\nto as <em>individualized&#160;justice<\/em>. This approach may include alcohol\/drug\nmonitoring technologies, transdermal alcohol testing, intensive supervision\nthat holds the offender accountable, and individualized treatment and aftercare.\nIndividualized justice is now identified by criminal justice experts as being\nmore effective at deterring HRIDs than the traditional legislative response of\nheavy fines and incarceration.&#160;<\/p>\n\n\n\n<p>A few key takeaways\nfrom this report:&#160;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Alcohol-impaired fatalities accounted for 29% of all\nU.S. motor vehicle fatalities in 2018, the lowest percentage since 1982 when\nNHTSA began reporting alcohol data. This equates to 10,511 people losing\ntheir lives in motor vehicle crashes involving at least\none driver with a BAC of .08 or higher. <\/li><li>Drugs\u2014both legal (including prescription and\nover-the-counter medications as well as cannabis in some states) and\nillegal\u2014are playing an increasingly more prevalent and dangerous role in motor\nvehicle crashes. Between 2006 and 2016, the rate of fatally injured drivers that\ntested positive for drugs increased from 28% to 44%.&#160;<\/li><li>All motorists who drive impaired pose a hazard to\nthemselves and others but the greater the level of impairment the higher the\ncrash risk. Sixty-six percent of the drivers involved in fatal crashes in 2018\nhad BAC levels at or above .15. These impaired drivers are involved in more\nthan 60% of the alcohol-impaired driving deaths each&#160;year.<\/li><li>Drivers with BACs of .08 or higher, who were\ninvolved in fatal crashes, were also 4.5 times more likely to have prior\nconvictions for DUI than drivers with no alcohol (9% and 2%, respectively).\nThese repeat offenders cause about one-third of all impaired driving deaths\nannually, a statistic that has remained relatively unchanged for years.&#160;<\/li><li>Local DUI task forces, such as the <a href=\"https:\/\/www.scramsystems.com\/blog\/2018\/01\/judge-john-s-kennedy-leaves-behind-legacy-york-county-pa\/\">York\nCounty Target 25 Program<\/a>, are taking on high-risk impaired drivers with new\napproaches. Target 25 deals with the 25 percent of the county\u2019s docket that are\nrepeat offenders (hence the program name) and has reduced the occurrence of\npretrial recidivism for impaired drivers by more than 90 percent.&#160;<\/li><li>Working collaboratively, we can break the dangerous\nand deadly cycle of recidivism and ultimately put an end to impaired driving\nfatalities on our nation\u2019s roadways.
