{"id":6798,"date":"2019-05-09T13:30:34","date_gmt":"2019-05-09T19:30:34","guid":{"rendered":"https:\/\/www.scramsystems.com\/blog\/?p=6798"},"modified":"2019-05-09T13:30:35","modified_gmt":"2019-05-09T19:30:35","slug":"alternatives-to-combat-drunk-driving","status":"publish","type":"post","link":"https:\/\/www.scramsystems.com\/blog\/2019\/05\/alternatives-to-combat-drunk-driving\/","title":{"rendered":"Survey Shows Americans Favor Alternative Ways to Combat Drunk&#160;Driving"},"content":{"rendered":"\n<p>In recent years, progress on reducing the number of drunk driving deaths has seemingly stalled. Alcohol-impaired driving consistently accounts for approximately a third of <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/crashstats.nhtsa.dot.gov\/Api\/Public\/ViewPublication\/812384\" target=\"_blank\">all traffic fatalities<\/a>. In 2017 that translated to <a href=\"https:\/\/crashstats.nhtsa.dot.gov\/Api\/Public\/ViewPublication\/812630\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"10,874 fatalities (opens in a new tab)\">10,874 fatalities<\/a> from crashes involving drivers with a BAC of .08 or higher.&#160;<\/p>\n\n\n\n<p>While there is no silver bullet to address drunk driving, critics suggest more could be done to make America\u2019s roads safer. A <a href=\"https:\/\/www.nsc.org\/Portals\/0\/Documents\/NewsDocuments\/2019\/UNDERUTILIZED%20STRATEGIES%20IN%20TRAFFIC%20SAFETY_Survey%20Results_FINAL%20REPORT_2-8-19.pdf?ver=2019-04-08-155813-980\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">recent survey<\/a> by NORC at the University of Chicago, sponsored by the National Safety Council, asked U.S. drivers about their support for some underutilized traffic-safety strategies. In relation to drunk driving, the survey asked about attitudes toward lowering the legal BAC limit for drivers, use of sobriety checkpoints, and alternative sanctions for repeat DWI offenders.&#160;<\/p>\n\n\n\n<p>Each respondent was given background information and research statistics on the strategies they would be evaluating so they could make informed judgments. Respondents were largely in favor of these strategies, with especially strong support for the measures to keep alcohol-impaired individuals from driving and to keep DUI offenders sober. &#160;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">1. Sobriety Checkpoints <\/h2>\n\n\n\n<p>Decades of <a href=\"http:\/\/www.wrap.org\/pdfs\/2010TIPElderCDCPaper.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">research<\/a> has proven that checkpoints are highly effective in deterring drinking and driving. Widespread use of sobriety checkpoints could reduce fatalities by at least 8%. Adding <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/duijusticelink.aaa.com\/issues\/detection\/passive-alcohol-sensors\/\" target=\"_blank\">passive alcohol sensors<\/a> at checkpoints to detect alcohol-impaired drivers would <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC2632977\/\" target=\"_blank\">increase detection by 50%.<\/a> Only 12 states conduct sobriety checkpoints on a weekly basis, and several states have laws prohibiting <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.scramsystems.com\/blog\/2019\/04\/dui-checkpoints-advertise-or-surprise\/\" target=\"_blank\">the use<\/a> of checkpoints.&#160;&nbsp;<\/p>\n\n\n\n<p>Almost a third of the survey respondents said that checkpoints\nshould be conducted every weekend in their community, with 64.7% of the respondents in favor of monthly\ncheckpoints. Of those surveyed, 68.2% were\nin favor of police using passive alcohol sensors at sobriety checkpoints to\nincrease detection and enforcement.&#160;<\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\"><a href=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/Sobriety-Checkpoints.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/Sobriety-Checkpoints.jpg\" alt=\"\" class=\"wp-image-6800\" width=\"694\" height=\"417\"\/><\/a><figcaption>From <em>Underutilized Strategies in Traffic Safety: Results of a Nationally Representative&#160;Survey<\/em><\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">2. Ignition Interlocks and Alcohol Monitoring Anklets<\/h2>\n\n\n\n<p>All 50 states\nhave some form of alcohol ignition interlock device laws, and installation of\nthe interlocks can reduce repeat offenses by approximately 70% while the\ndevices are installed. As such, it is not surprising that more than 80% of survey respondents favored\nrequiring all convicted DWI offenders to install an ignition interlock device\nin their&#160;vehicles.<\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\"><a href=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/IIC-graph.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/IIC-graph.jpg\" alt=\"\" class=\"wp-image-6801\" width=\"685\" height=\"350\"\/><\/a><figcaption> <br>From <em>Underutilized Strategies in Traffic Safety: Results of a Nationally Representative&#160;Survey<\/em> <\/figcaption><\/figure>\n\n\n\n<p>However, on average only about <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.cdc.gov\/motorvehiclesafety\/impaired_driving\/ignition_interlock_states.html\" target=\"_blank\">one-fifth of eligible offenders<\/a> actually install the device on their car. In response, 71.9% of those surveyed were in favor of alternative sanctions\u2014such as house arrest or required abstinence with an <a href=\"https:\/\/www.scramsystems.com\/products\/scram-continuous-alcohol-monitoring\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">alcohol monitoring ankle bracelet<\/a>\u2014for convicted DWI offenders who refuse ignition interlock devices. Monitored sobriety has been shown to support long-term behavior change in repeat and hardcore drunk drivers\u2014the individuals most likely to be involved in a fatal&#160;crash.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">3. Lower Blood Alcohol Limit<\/h2>\n\n\n\n<p>Currently, 49 states have a BAC limit of .08, despite the National Transportation Safety Board (NTSB) <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.ntsb.gov\/news\/speeches\/T-Bella-Dinh-Zarr\/Documents\/05BAC-Safety-Briefing-Facts.pdf\" target=\"_blank\">recommendation<\/a> that all states reduce the legal BAC to 0.05. Several states such as New York, California, and Michigan are considering .05 legislation, but only one state, Utah, has a <a href=\"https:\/\/www.scramsystems.com\/blog\/2018\/12\/utah-first-state-lower-legal-bac-limit\/\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\">legal BAC limit of .05<\/a>. <\/p>\n\n\n\n<p>Three-quarters of those surveyed said they had heard of BAC limits for driving and thought that drivers with a BAC of .08 or higher were a danger. When asked if they thought the BAC limit should be lowered to .05 in their state if the penalty would not be criminal but administrative such as a fine or license suspension, more than 57.5% were in favor.&#160;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Life-Saving Changes<\/h2>\n\n\n\n<p>None of these strategies have been widely implemented in the United States. This may be because of the public\u2019s lack of knowledge of their effectiveness, and subsequently the lack of push to implement them. Along with current traffic safety enforcement measures, it is projected that putting these strategies into practice could significantly reduce traffic fatalities if implemented widely across the United&#160;States.<\/p>\n\n\n\n<p class=\"has-background has-cyan-bluish-gray-background-color\">[poll id=&#8221;3&#8243;]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>While there is no silver bullet to address drunk driving, critics suggest more could be done to make America\u2019s roads safer.
