{"id":6596,"date":"2019-01-15T14:09:13","date_gmt":"2019-01-15T21:09:13","guid":{"rendered":"https:\/\/www.scramsystems.com\/blog\/?p=6596"},"modified":"2019-04-24T12:10:19","modified_gmt":"2019-04-24T18:10:19","slug":"alcohol-drunk-driving-trends-2018","status":"publish","type":"post","link":"https:\/\/www.scramsystems.com\/blog\/2019\/01\/alcohol-drunk-driving-trends-2018\/","title":{"rendered":"Alcohol &#038; Drunk Driving Trends: A 2018&#160;Retrospective"},"content":{"rendered":"<p>In the spirit of the new year ahead, we have decided to look back at some of the 2018 trends surrounding drunk driving, alcohol addiction, and criminal&#160;justice.<\/p>\n<h2>Problem Drinking &amp;&#160;Driving<\/h2>\n<p>It\u2019s no secret that impaired driving is a widespread issue, but drinking and driving in certain age groups has its own set of dangers. For example, <a href=\"https:\/\/crashstats.nhtsa.dot.gov\/Api\/Public\/ViewPublication\/812450\" target=\"_blank\" rel=\"noopener noreferrer\">underage drivers are responsible for 17% of fatal alcohol-involved crashes<\/a> and over one-third of fatal traffic crashes among young adults aged 16\u201320 involve alcohol. With drivers under the age of 21 <a href=\"https:\/\/www.scramsystems.com\/blog\/2018\/02\/sobering-statistics-underage-drunk-driving\/\">representing 10% of licensed drivers in the U.S.<\/a>, these statistics are quite&#160;sobering.<\/p>\n<p>The risks of drunk driving aren\u2019t only more pronounced in teenage drivers, but also senior citizens. Older people are <a href=\"https:\/\/www.scramsystems.com\/blog\/2018\/02\/problem-drinking-rise-older-adults\/\">more susceptible to the effects of alcohol,<\/a> and adults aged 65 and older <a href=\"https:\/\/www.cdc.gov\/vitalsigns\/bingedrinking\/index.html\" target=\"_blank\" rel=\"noopener noreferrer\">tend to binge drink more often<\/a> than other age groups. With even <a href=\"https:\/\/www.cbsnews.com\/news\/older-drivers-may-be-impaired-after-just-one-drink\/\" target=\"_blank\" rel=\"noopener noreferrer\">one drink being enough to impair driving skills<\/a> in older people, the dangers of drinking and driving extend to the 40 million licensed drivers over the age of&#160;64.<\/p>\n<h2>Promising Policies and&#160;Legislation<\/h2>\n<p>As the impacts of alcohol-involved fatalities and drunk driving become more prevalent, new legislation and policies are being put in place to help combat this&#160;issue.<\/p>\n<p>For example, with the <a href=\"https:\/\/www.scramsystems.com\/blog\/2018\/08\/friends-frats-freedom-recipe-college-binge-drinking\/\" target=\"_blank\" rel=\"noopener noreferrer\">growing problem of college binge drinking<\/a> and subsequent deaths, the North-American Interfraternity Conference (NIC), representing over 6,100 chapters across 800 college campuses, has <a href=\"https:\/\/www.scramsystems.com\/blog\/2018\/10\/fraternities-ditch-hard-alcohol-says-nic\/\">banned hard alcohol at all fraternity houses and events<\/a>. Even students 21 and older will not be exempt from the new policy unless the alcohol is being controlled and served by a licensed third-party&#160;vendor.<\/p>\n<p>On a larger legislative scale, Utah is the first state in the nation to <a href=\"https:\/\/www.scramsystems.com\/blog\/2018\/12\/utah-first-state-lower-legal-bac-limit\/\">lower the legal driving BAC from .08 to .05<\/a>. With several other states considering the .05 legislation, researchers estimate that if every state were to adopt the lower BAC limit, it could <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pubmed\/29064571\" target=\"_blank\" rel=\"noopener noreferrer\">potentially save 1,790 lives a year<\/a> that would otherwise be lost to drunk driving&#160;incidents.<\/p>\n<h2>Alcohol Monitoring Programs Seeing Success, Gaining&#160;Traction<\/h2>\n<p>New laws and policies aren\u2019t the only way jurisdictions across the country are addressing the issue of drunk driving. To help reduce DUIs, a number of jurisdictions are implementing alcohol monitoring programs that use a variety of technologies to supervise drunk driving&#160;offenders.<\/p>\n<p>Earlier this year, the Honorable Judge John S. Kennedy retired after serving 22 years on the bench and building a <a href=\"https:\/\/www.scramsystems.com\/blog\/2018\/01\/judge-john-s-kennedy-leaves-behind-legacy-york-county-pa\/\">highly successful alcohol monitoring program<\/a> in York County, Pennsylvania. The Target 25 Program targets repeat drunk driving offenders, requiring pretrial supervision using alcohol monitoring. Not only is the program seeing continued success since its inception in 2012, but also helped <a href=\"https:\/\/www.scramsystems.com\/case-studies\/pennsylvanias-target-25-program-reducing-repeat-duis-by-901\/\">reduce the number of same-year repeat DUI offenders by 90%<\/a>.<\/p>\n<p>Alcohol monitoring pilot programs are also gaining traction across the pond. Between 2006 and 2016, an <a href=\"https:\/\/digital.nhs.uk\/data-and-information\/publications\/statistical\/statistics-on-alcohol\/2018\/part-6\" target=\"_blank\" rel=\"noopener noreferrer\">estimated 9,050 people in Great Britain were killed or injured<\/a> as a result of alcohol-involved crashes. But pilot programs using \u201csobriety tags\u201d or <a href=\"https:\/\/www.scramsystems.com\/products\/scram-continuous-alcohol-monitoring\/\">continuous alcohol monitoring bracelets<\/a>, are emerging across the country as areas around the UK are recognizing the impact of drunk driving.
