Kennedy Leaves Behind a Legacy in York County,&#160;PA"},"content":{"rendered":"<p>After serving 22 years on the bench, <a href=\"http:\/\/www.ydr.com\/story\/news\/local\/2017\/12\/29\/york-county-common-pleas-judge-john-s-kennedy-retire-bench\/957441001\/\" target=\"_blank\" rel=\"noopener\">the Honorable John S. Kennedy has called it a career.<\/a> Though he may have stepped down as Common Pleas Judge for Pennsylvania\u2019s&#160;19<sup>th<\/sup> Judicial District, he\u2019s leaving behind a legacy\u2014one of changed&#160;lives.<\/p>\n<p>Shortly after beginning his judicial career, Kennedy attended a conference on drug courts that would shape his tenure as a judge. He quickly went to work establishing similar options in York County, PA, eventually resulting in four adult treatment courts that for many, have been a&#160;lifesaver.<\/p>\n<h2>Solutions That&#160;Last<\/h2>\n<p>In 1997, Kennedy established the York County Drug Treatment Court, and in 2002, he worked to develop the state\u2019s first Reentry Court Program, to help incarcerated offenders reintegrate into&#160;society.<\/p>\n<p>Kennedy then set his aim on something that had long presented a serious challenge in York County\u2014reducing DUI recidivism. In 2012, Kennedy launched <a href=\"https:\/\/www.scramsystems.com\/programs\/drunk-driving\/target-25-programs\/\">Target 25<\/a> after observing that many DUI defendants continued to commit drunk-driving offenses in the period between their arrest and trial dates. Prior to 2012, nearly 25% of cases in York County courts were for DUI and 25% of those cases involved repeat offenders. In 2011 alone, 125 people accounted for 600 repeat DUI&#160;arrests.<\/p>\n<p>For Kennedy, the numbers were both staggering and&#160;unacceptable.<\/p>\n<p>Now, under Target 25, DUI suspects with prior drunk driving convictions or pending cases are immediately arrested, and taken for a blood-alcohol test and a bail hearing. In contrast to typical \u201ccatch and release\u201d approaches or traditional bail requirements, Target 25 requires pretrial supervision with <a href=\"https:\/\/www.scramsystems.com\/products\/scram-continuous-alcohol-monitoring\/\">alcohol monitoring<\/a> for all repeat DUI offenders.\u00a0In addition, sentencing often includes house arrest and continuous alcohol monitoring in place of jail&#160;time.<\/p>\n<p>Because of this program, York County saw a 90% reduction in the number of DUI offenders arrested for subsequent DUI offenses within the same&#160;year.<\/p>\n<h2>Building A&#160;Legacy<\/h2>\n<p>Judge Kennedy\u2019s efforts have not gone unnoticed. In 2015, Kennedy was recognized by the <a href=\"https:\/\/www.scramsystems.com\/blog\/2015\/12\/4156\/\">Foundation for Advancing Alcohol Responsibility (FAAR)<\/a> for his work in establishing Target 25 when he was honored with the Kevin E. Quinlan Award for Excellence in Traffic&#160;Safety.<\/p>\n<p>In the <a href=\"http:\/\/www.ydr.com\/story\/news\/local\/2017\/12\/29\/york-county-common-pleas-judge-john-s-kennedy-retire-bench\/957441001\/\" target=\"_blank\" rel=\"noopener\">York Daily Record story<\/a>, Kennedy said of his efforts: \u201cYou see the changes in people. . . . You hear the stories at graduation. You see the families that are reunited. And you know that these people leave and they\u2019re changed\u2014and that the change&#160;lasts.\u201d<\/p>\n<p>&#8220;He was really dedicated to helping people turn their lives around,\u201d added Retired Common Pleas Judge Penny L.&#160;Blackwell.<\/p>\n<p>Kennedy certainly created something to last, not just for York County, but for its citizens as&#160;well.<\/p>\n<p><a href=\"https:\/\/www.scramsystems.com\/programs\/drunk-driving\/target-25-programs\/target-25-get-them-early-get-them-sober\/?utm_source=sobering%20up&amp;utm_medium=banner&amp;utm_campaign=target%2025%20webinar\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" src=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/target-25-webinar.gif\" \/><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>After serving 22 years on the bench, the Honorable John S.
