In 2016 alone, Jefferson District Court saw a total of 2,383 DUIs, of which, 22% were <a href=\"https:\/\/louisvilleky.gov\/news\/county-attorney-pushes-new-program-aimed-curb-repeat-dui-and-other-high-risk-alcohol-offenders\">repeat offenses<\/a>.<\/p>\n<p>This summer, the county implemented its <a href=\"https:\/\/louisvilleky.gov\/news\/county-attorney-pushes-new-program-aimed-curb-repeat-dui-and-other-high-risk-alcohol-offenders\">Continuous Alcohol Monitoring Program (CAMP)<\/a>, which seeks to save lives and reduce recidivism among high-risk DUI offenders through 24-hour alcohol&#160;monitoring.<\/p>\n<p>Under CAMP, courts can require <a href=\"http:\/\/www.wdrb.com\/story\/36415815\/alcohol-monitoring-system-could-stop-repeat-dui-offenders-in-louisville\">repeat DUI offenders<\/a> to wear an ankle monitor that uses transdermal technology to automatically test the wearer\u2019s sweat to ensure they aren\u2019t drinking. Offenders can be required to wear the bracelets before trial to prove that they aren\u2019t committing new offenses, or as a condition of their&#160;sentence.<\/p>\n<p>The Jefferson County Attorney\u2019s office emphasized that CAMP is \u201cdesigned to help individuals address their alcohol issues and reduce the chances that they will&#160;reoffend.\u201d<\/p>\n<p><a href=\"https:\/\/louisvilleky.gov\/news\/county-attorney-pushes-new-program-aimed-curb-repeat-dui-and-other-high-risk-alcohol-offenders\">\u201cThe use of this alcohol-sensing technology can absolutely save lives,\u201d<\/a> County Attorney Mike O\u2019Connell&#160;said.<\/p>\n<p>Jefferson County\u2019s efforts aim not only to curb injury and loss of life, but also to minimize the economic impact of DUI offenses by reducing the costs associated with jail overcrowding. By agreeing to participate in CAMP, some offenders could <a href=\"http:\/\/www.courier-journal.com\/story\/news\/2017\/08\/16\/repeat-drunken-drivers-ankle-bracelets-monitor-sweat-alcohol\/568794001\/\">potentially avoid jail altogether<\/a>, saving taxpayer&#160;money.<\/p>\n<h2><strong>Program aids&#160;rehabilitation<\/strong><\/h2>\n<p>O\u2019Connell also acknowledged that it\u2019s not just about catching those who violate court orders\u2014CAMP is an opportunity to focus on the individual offender\u2019s&#160;rehabilitation.<\/p>\n<p>The benefit for the defendants is twofold: the program allows them to remain employed and involved with their families, while also providing clear evidence for attorneys and judges that they are taking their sobriety&#160;seriously.<\/p>\n<p>\u201cDefense lawyers say their client hasn\u2019t been drinking, but judges never know,\u201d District Judge Stephanie Pearce Burke said. \u201cAnd we don\u2019t really want to be&#160;wrong.\u201d<\/p>\n<p>\u201cThis is an effort to use the accountability of the courts as a path toward sobriety,\u201d O\u2019Connell added. \u201cThe longer a person is able to stay sober, the greater the chance that they will not commit a DUI or other alcohol-involved&#160;crime.\u201d<\/p>\n<h2><strong>A Proven Solution to Repeat Drunk&#160;Driving<\/strong><\/h2>\n<p>The origins of CAMP can be traced to a York County, Pennsylvania program called <a href=\"https:\/\/www.scramsystems.com\/programs\/drunk-driving\/target-25-programs\/\">Target 25<\/a>, a supervised bail program for repeat DUI offenders, in which, defendants are monitored continuously for alcohol consumption. Since its adoption in 2012, the outcomes have been positive\u201496% of Target 25 offenders were not rearrested while participating in the&#160;program.<\/p>\n<p><a href=\"https:\/\/www.scramsystems.com\/programs\/drunk-driving\/target-25-programs\/target-25-get-them-early-get-them-sober\/?utm_source=sobering%20up&amp;utm_medium=banner&amp;utm_campaign=target%2025%20webinar\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" src=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/target-25-webinar.gif\" \/><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Since 2011, Jefferson County\u2014home of Louisville, Kentucky\u2019s largest city\u2014has averaged 4,260 DUI charges annually.
