{"id":5803,"date":"2017-05-31T19:29:01","date_gmt":"2017-06-01T01:29:01","guid":{"rendered":"https:\/\/www.scramsystems.com\/blog\/?p=5803"},"modified":"2021-08-26T11:44:19","modified_gmt":"2021-08-26T17:44:19","slug":"missouri-eliminate-funding-dwi-checkpoints","status":"publish","type":"post","link":"https:\/\/www.scramsystems.com\/blog\/2017\/05\/missouri-eliminate-funding-dwi-checkpoints\/","title":{"rendered":"Missouri lawmakers eliminate funding for DWI&#160;checkpoints"},"content":{"rendered":"<p>Last week Missouri\u2019s legislature sent a bill to the governor\u2019s desk that could make <a href=\"http:\/\/www.riverfronttimes.com\/newsblog\/2017\/05\/16\/missouri-dui-checkpoint-funding-gets-slashed-to-1\" target=\"_blank\" rel=\"noopener noreferrer\">sobriety checkpoints in Missouri<\/a> a thing of the&#160;past.<\/p>\n<p>House Bill 4 reduces annual state funding for DWI checkpoints from $20 million down to $1. The bill\u2019s supporters say the reduction is in response to both a tight state budget and skepticism about the effectiveness of checkpoints to actually <a href=\"https:\/\/www.scramsystems.com\/programs\/drunk-driving\/\" target=\"_blank\" rel=\"noopener noreferrer\">stop drunk drivers<\/a>.<\/p>\n<h4><strong>An outdated&#160;tool?<\/strong><\/h4>\n<p>According to the <a href=\"http:\/\/www.ghsa.org\/state-laws\/issues\/Sobriety-Checkpoints\" target=\"_blank\" rel=\"noopener noreferrer\">Governors Highway Safety Association<\/a> 37 states, including Missouri, currently conduct sobriety checkpoints. But the bill\u2019s sponsor, Rep. Scott Fitzpatrick, has argued checkpoints are too easy for drunk drivers to avoid and tend to result in only a handful of DWI arrests. Instead, he wants counties to focus on other drunk-driving countermeasures, like saturation&#160;patrols.<\/p>\n<h4><strong>Deterring would-be drunk&#160;drivers<\/strong><\/h4>\n<p>But those in favor of DWI checkpoints, including Mothers Against Drunk Driving (MADD),\u00a0say that they act as high-visibility enforcement tool\u00a0to dissuade impaired individuals from getting behind the wheel in the first place. In a recent blog MADD noted that <a href=\"http:\/\/www.madd.org\/blog\/2017\/may\/dwi-checkpoints.html?utm_source=feedburner&amp;utm_medium=email&amp;utm_campaign=Feed%3A%20maddblog%20%28MADD%20Blog%29\" target=\"_blank\" rel=\"noopener noreferrer\">sobriety checkpoints send a message<\/a> \u201cto the motoring public that there is a \u2018zero tolerance\u2019 for driving while impaired.\u201d MADD is a vocal opponent of\u00a0Missouri&#8217;s bill, noting that in 2015 more than a quarter of all traffic fatalities in the state involved a drunk&#160;driver.<\/p>\n<p>The <a href=\"https:\/\/www.ntsb.gov\/safety\/mwl\/Pages\/mwl8-2016.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">National Transportation Safety Board<\/a> (NTSB) also supports checkpoints, noting that they fall into the category of countermeasures that \u201chave been shown to reduce the rate of alcohol-impaired driving and alcohol-related&#160;crashes.\u201d<\/p>\n<h4><strong>Funds defray local enforcement&#160;costs<\/strong><\/h4>\n<p>House Bill 4 won\u2019t prevent counties from conducting sobriety checkpoints, but without funding from the state, many local law enforcement agencies have said they won\u2019t be able to afford to do so. Checkpoints are most frequently scheduled during nights and weekends\u2014the times with the highest rates of drunk driving. However, nights and weekends are also when agencies tend to see a higher number of other issues. Counties use <a href=\"http:\/\/www.emissourian.com\/local_news\/county\/dwi-checkpoint-grants-on-chopping-block\/article_acfe99d9-1600-51b1-b91c-1ddf2eb0b726.html\" target=\"_blank\" rel=\"noopener noreferrer\">state funds to cover overtime<\/a> and additional officers to run the checkpoints without impacting staffing for other&#160;needs.<\/p>\n<p>A number of local agencies have come out against the bill and are urging the governor to reinstate funding for sobriety checkpoints, but some think the move will simply encourage departments to change their tactics for DWI enforcement.
