{"id":5791,"date":"2017-05-17T18:36:31","date_gmt":"2017-05-18T00:36:31","guid":{"rendered":"https:\/\/www.scramsystems.com\/blog\/?p=5791"},"modified":"2021-08-26T11:44:25","modified_gmt":"2021-08-26T17:44:25","slug":"uk-sees-alcohol-crimes-with-around-clock-drinking","status":"publish","type":"post","link":"https:\/\/www.scramsystems.com\/blog\/2017\/05\/uk-sees-alcohol-crimes-with-around-clock-drinking\/","title":{"rendered":"UK Sees Shift in Alcohol Crimes with Around-the-Clock&#160;Drinking"},"content":{"rendered":"<p>In 2005, the U.K. started allowing pubs to extend how late they can serve alcohol\u2014including the possibility to serve 24 hours a day\u2014and the country\u2019s Police Superintendents\u2019 Association (PSA) says the change has led to an <a href=\"http:\/\/www.telegraph.co.uk\/news\/2017\/04\/03\/twenty-four-hour-drinking-has-led-surge-violent-crime-city-centres\/\" target=\"_blank\" rel=\"noopener noreferrer\">increase in alcohol-related crime<\/a> during early morning&#160;hours.<\/p>\n<h4><strong>Calls to modernize alcohol&#160;service<\/strong><\/h4>\n<p>Prior to Britain&#8217;s updated licensing laws, 11 p.m. signaled last call in U.K. pubs. Those in favor of extended and <a href=\"http:\/\/cliftondavies.com\/wp-content\/uploads\/2017\/04\/The-Licensing-Act-2003-Select-Committee-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">around-the-clock public drinking<\/a> argued that the early cut off was outdated, especially in comparison to alcohol laws in much of the rest of Europe. In addition, supporters argued that changing the law would\u00a0curb the tendency for\u00a0pub patrons to down more drinks as the clock ticked closer to 11&#160;p.m.<\/p>\n<p>Despite concerns that the change would lead to higher rates of drinking and alcohol-involved crime, those problems don\u2019t seem to have emerged. <a href=\"http:\/\/www.bbc.com\/news\/magazine-34881193\" target=\"_blank\" rel=\"noopener noreferrer\">In 2015 the BBC reported<\/a> that binge drinking was actually lower than before extended hours took effect, and alcohol-involved crime had remained about the&#160;same.<\/p>\n<h4><strong>Later drinking hours strain&#160;police<\/strong><\/h4>\n<p>But while the number of crimes hasn\u2019t changed much, their timing has. The PSA cited examples like Manchester, where the percentage of crimes between 3 a.m. and 6 a.m. involving drunk offenders\u00a0has grown from 8% to more than 20% since 2003. This timing poses challenges for police departments that are often at their lowest staffing levels in the predawn hours. Budgetary constraints mean that departments can\u2019t simply\u00a0add officers to later shifts without stretching resources during other times of the&#160;day.<\/p>\n<h4><strong>Extending drinking times in the&#160;U.S.<\/strong><\/h4>\n<p>On the other side of the pond, a number of U.S. states are considering similar changes to their licensing laws. For example, earlier this month <a href=\"http:\/\/www.capitol.tn.gov\/Bills\/110\/Bill\/HB1289.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Tennessee\u2019s governor<\/a> signed a bill allowing restaurants that are open 24\/7 to serve alcohol all day except between 3 a.m. and 4 a.m. On the west coast, <a href=\"http:\/\/www.sacbee.com\/opinion\/california-forum\/article147179474.html\" target=\"_blank\" rel=\"noopener noreferrer\">California is considering Senate Bill 384<\/a>, which would extend last call in that state to 4 a.m. Supporters believe letting bars and restaurants serve alcohol later and longer will support tourism and the nighttime&#160;economy.<\/p>\n<p>The U.K.\u2019s experience could provide a real world case study for similar changes in the U.S. What do you think of extending public drinking&#160;hours?<\/p>\n<p><a href=\"http:\/\/go.scramsystems.com\/7-leading-trends-in-alcohol-testing-technologies-white-paper?utm_source=sobering%20up&amp;utm_medium=banner&amp;utm_campaign=7%20trends%20white%20paper\" target=\"_blank\" rel=\"noopener noreferrer\"><img decoding=\"async\" src=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/trands-wp-download.jpg\" \/><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>In 2005, the U.K. started allowing pubs to extend how late they can serve alcohol\u2014including the possibility to serve 24 hours a day\u2014and the country\u2019s Police Superintendents\u2019 Association (PSA) says the change has led to an increase in alcohol-related crime during early morning&#160;hours.
