The county spends $206 per day, or $75,000 per year, housing these&#160;inmates.<\/p>\n<p>Because of this price tag, in July the county\u2019s civil grand jury, an independent investigative group, asked the San Mateo Board of Supervisors to direct the Probation Department to evaluate and recommend <a href=\"http:\/\/www.smdailyjournal.com\/articles\/lnews\/2016-07-12\/grand-jury-report-calls-for-bail-practices-reform-jury-urging-alternatives-to-costly-incarceration-including-use-of-technology\/1776425164895.html\" target=\"_blank\">alternatives to pretrial incarceration<\/a>, including evidence-based risk-assessment tools and electronic&#160;monitoring.<\/p>\n<h3><strong>Stuck in&#160;jail<\/strong><\/h3>\n<p>The San Mateo County Civil Grand Jury report, \u201c<a href=\"http:\/\/www.sanmateocourt.org\/documents\/grand_jury\/2015\/bail_practices.pdf\" target=\"_blank\">Innocent Until Proven Guilty? Bail Practices in San Mateo County<\/a>,\u201d cites three problems with the current U.S. bail&#160;system:<\/p>\n<ul>\n<li>A substantial number of defendants are held in jail because they cannot afford&#160;bail<\/li>\n<li>Dangerous criminals are sometimes released on bail because they can afford&#160;it<\/li>\n<li>Costs to jail pretrial defendants are&#160;high<\/li>\n<\/ul>\n<p>The report suggests that <a href=\"https:\/\/www.scramsystems.com\/\">alcohol and location monitoring<\/a> can help address both costs and community safety. In San Mateo, releasing pretrial defendants and supervising them with electronic monitoring (EM)\u00a0could cut costs by over 87%\u2014from $206 per day to $26 per day per person. The report further states, \u201cEM can also be used to reduce risk to the community for defendants released on bail.\u201d For example, \u201cThere are EM devices that can detect a person\u2019s alcohol level. Use of such a device for people accused of drunk driving could act as a deterrent to a repeat&#160;offense.\u201d<\/p>\n<h3><strong>National implications<\/strong><\/h3>\n<p>San Mateo\u2019s recommendation for more pretrial electronic monitoring follows a national trend. In 2014, the <a href=\"http:\/\/www.bjs.gov\/index.cfm?ty=pbdetail&amp;iid=5299\" target=\"_blank\">Bureau of Justice Statistics (BJS)<\/a> estimated that over 60% of jail inmates were unconvicted, at a cost of $9 billion annually. The BJS noted, \u201cAcross the United States, counties are evaluating their bail practices and deploying technological tools for use in their pretrial justice systems to better address the inconsistencies in cash bail&#160;policies.\u201d<\/p>\n<p>Concern goes beyond cost though. Studies have shown that people incarcerated before trial are more likely to be convicted or receive longer sentences. Evidence-based risk-assessment tools and EM can save money and be less disruptive for the accused during the pretrial stage. According to the <a href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;ved=0ahUKEwj7357-46jOAhUJ7GMKHePHD7QQFggeMAA&amp;url=https%3A%2F%2Fwww.ncjrs.gov%2Fpdffiles1%2Fnij%2F234460.pdf&amp;usg=AFQjCNFEOxJWlVamlIbSaotGfkGOT4SlRA&amp;sig2=MaYicUD3VWAVoX7YbGytJg\" target=\"_blank\">National Institute of Justice<\/a>, \u201cEM reduces the likelihood of failure under community supervision.
