{"id":4767,"date":"2016-02-11T20:44:03","date_gmt":"2016-02-12T03:44:03","guid":{"rendered":"http:\/\/localhost\/soberingup\/?p=4767"},"modified":"2025-02-24T10:23:41","modified_gmt":"2025-02-24T17:23:41","slug":"south-dakotas-247-sobriety-program-linked-to-lower-deaths","status":"publish","type":"post","link":"https:\/\/www.scramsystems.com\/blog\/2016\/02\/south-dakotas-247-sobriety-program-linked-to-lower-deaths\/","title":{"rendered":"South Dakota\u2019s 24\/7 Sobriety Program Linked to Lower Deaths in the General&#160;Population"},"content":{"rendered":"<p>A <a href=\"http:\/\/www.rand.org\/news\/press\/2016\/02\/09.html\" target=\"_blank\" rel=\"noopener noreferrer\">new study conducted by the RAND Corporation<\/a> and funded by the National Institute on Alcohol Abuse and Alcoholism (NIAAA) and the National Institutes of Health (NIH) could give states one more reason to add 24\/7 Sobriety Programs to their anti-drunk-driving&#160;efforts.<\/p>\n<p>Just published in <em>Lancet&#160;Psychiatry<\/em>, the study found that South Dakota\u2019s 24\/7 Sobriety Program was associated with a 4.2% drop in adult mortality rates in that state. In general, the largest decreases in deaths were among women and people over&#160;40.<\/p>\n<h3><strong>Looking Beyond Alcohol-Involved&#160;Crashes<\/strong><\/h3>\n<p>South Dakota\u2019s 24\/7 Sobriety Program requires people convicted of alcohol-related offenses to stop drinking and submit to either <a href=\"https:\/\/www.scramsystems.com\/monitoring\/scram-continuous-alcohol-monitoring\/\" target=\"_blank\" rel=\"noopener noreferrer\">twice-daily breath testing or continuous alcohol monitoring<\/a>, and violations are addressed with swift, certain, and modest&#160;sanctions.<\/p>\n<p>The researchers examined death rates starting five years before the launch of the state\u2019s 24\/7 Sobriety Program in 2005 through June 2011. Beyond looking at deaths from alcohol-involved crashes\u2014the cause of death that would most obviously be impacted by an anti-drunk driving program\u2014the study took into account deaths from external injuries, circulatory and digestive disorders, and cancer. In addition to the overall decline in adult deaths, the researchers found a significant drop in deaths due to circulatory disorders\u2014conditions known to be \u201csensitive to alcohol,\u201d according to the&#160;study.<\/p>\n<h3>Reduced Alcohol Consumption&#160;Key<\/h3>\n<p>As with many anti-drunk driving initiatives, past research on 24\/7 Sobriety has focused on criminal justice or traffic safety outcomes. And indeed, South Dakota\u2019s program has been\u00a0<a href=\"https:\/\/www.scramsystems.com\/solutions\/state-county-dui-programs\/24-7-sobriety-monitoring\/\" target=\"_blank\" rel=\"noopener noreferrer\">shown to decrease drunk driving and alcohol-involved crime<\/a>. However, the results of this latest study are particularly promising because they suggest that the 24\/7 Sobriety concept may have larger public health&#160;benefits.<\/p>\n<p>The study authors suggest that reduced alcohol consumption may be the key to the findings.\u00a0<a href=\"https:\/\/www.cdc.gov\/alcohol\/about-alcohol-use\/index.html\">According to the CDC<\/a>, alcohol use increases the likelihood of health problems like high blood pressure, heart disease, and digestive issues. Because South Dakota\u2019s program requires abstinence from alcohol, participants\u2014who are often heavy or binge drinkers\u2014may see improvements to their health and lower mortality rates when they cut out&#160;alcohol.<\/p>\n<h3><strong>The \u201cSpillover\u201d&#160;Effect<\/strong><\/h3>\n<p>But past and current 24\/7 Sobriety participants only made up about 3% of the state\u2019s population as of 2011 and cannot fully explain the drops in deaths. The researchers speculate that a \u201cpotential factor that also needs further research could be the contribution of spillover effects\u201d on people outside the program. For example, the high-profile nature of the program and its consequences may deter the general public not just from drinking and driving, but from drinking altogether. And the drops in circulatory deaths among women might be explained by \u201creduced stress due to a partner\u2019s cessation of heavy&#160;drinking.\u201d<\/p>\n<p>The researchers note that additional investigation needs to be done to understand the potential links between general mortality rates and the 24\/7 Sobriety concept.
