{"id":4764,"date":"2016-02-11T20:37:44","date_gmt":"2016-02-11T20:37:44","guid":{"rendered":"http:\/\/localhost\/soberingup\/?p=4764"},"modified":"2020-07-08T16:04:13","modified_gmt":"2020-07-08T22:04:13","slug":"states-make-247-sobriety-legislation-a-top-priority-in-2016","status":"publish","type":"post","link":"https:\/\/www.scramsystems.com\/blog\/2016\/02\/states-make-247-sobriety-legislation-a-top-priority-in-2016\/","title":{"rendered":"States Make 24\/7 Sobriety Legislation a Top Priority in&#160;2016"},"content":{"rendered":"<p>While much progress has been made over the past couple of decades, alcohol-involved crashes still accounts for&nbsp;a third of the nation\u2019s highway fatalities&nbsp;each year.&nbsp;That\u2019s why many states continue to look for new tools and programs to combat drunk driving, and why so many states this year&nbsp;are considering 24\/7 Sobriety Program&#160;legislation.<\/p>\n<p>The 24\/7 Sobriety concept\u2014which aims to change the behavior of repeat DUI offenders through frequent alcohol testing and swift and certain sanctions\u2014has shown great promise in reducing the incidents of drunk driving. <a href=\"http:\/\/ajph.aphapublications.org\/doi\/abs\/10.2105\/AJPH.2012.300989\" target=\"_blank\" rel=\"noopener noreferrer\">A peer-reviewed evaluation of South Dakota\u2019s 24\/7 Sobriety Program<\/a>, conducted by the RAND Corporation and published in the <em>American Journal of Public&#160;Health<\/em>, showed the program resulted in a 12% reduction of repeat DUI offenses. And another study released just this week <a href=\"https:\/\/www.scramsystems.com\/blog\/2016\/02\/south-dakotas-247-sobriety-program-linked-to-lower-deaths\/\" rel=\"noopener noreferrer\">linked South Dakota\u2019s program to a drop in adult mortality <\/a>in that state, suggesting that the program may have&nbsp;wider public health benefits beyond addressing drunk driving and alcohol-related&#160;crime.<\/p>\n<p>The recently-enacted federal <a href=\"https:\/\/www.scramsystems.com\/blog\/2015\/12\/247-sobriety-programs-validated-in-transportation-fast-act\/\" rel=\"noopener\">Fixing America\u2019s Surface Transportation (FAST) Act<\/a> includes $18 million in grant money to encourage states to adopt 24\/7 Sobriety Programs to reduce drunk driving, and&nbsp;the 2016 state&nbsp;legislative calendar has seen a flurry of activity surrounding the 24\/7 Sobriety Program. Already this year, nine states have introduced legislation either establishing&nbsp;a 24\/7 Sobriety Program or expanding the use of the program as a complement to ignition interlock programs. The states that have introduced legislation&#160;include:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.flsenate.gov\/Session\/Bill\/2016\/1394\" target=\"_blank\" rel=\"noopener noreferrer\">Florida: Amendment 927104 to SB1394<\/a><\/li>\n<li><a href=\"https:\/\/legiscan.com\/IL\/bill\/SB2191\/2015\" target=\"_blank\" rel=\"noopener noreferrer\">Illinois: SB2191<\/a><\/li>\n<li><a href=\"http:\/\/www.nmlegis.gov\/lcs\/legislation.aspx?chamber=H&amp;legtype=B&amp;legno=74&amp;year=16\" target=\"_blank\" rel=\"noopener noreferrer\">New Mexico: HB74<\/a><\/li>\n<li><a href=\"http:\/\/www.legis.state.pa.us\/cfdocs\/billinfo\/bill_history.cfm?syear=2015&amp;sind=0&amp;body=H&amp;type=B&amp;bn=1775\" target=\"_blank\" rel=\"noopener noreferrer\">Pennsylvania: HB1775<\/a><\/li>\n<li><a href=\"https:\/\/legiscan.com\/TN\/bill\/HB2098\/2015\" target=\"_blank\" rel=\"noopener noreferrer\">Tennessee: HB2098 and SB2444<\/a><\/li>\n<li><a href=\"https:\/\/lis.virginia.gov\/cgi-bin\/legp604.exe?161+sum+HB845\" target=\"_blank\" rel=\"noopener noreferrer\">Virginia: HB845<\/a><\/li>\n<li><a href=\"http:\/\/apps.leg.wa.gov\/billinfo\/summary.aspx?year=2016&amp;bill=6236\" target=\"_blank\" rel=\"noopener noreferrer\">Washington: SB6236<\/a><\/li>\n<li><a href=\"https:\/\/trackbill.com\/bill\/wi-sb667-relating-to-participation-in-a-sobriety-program-fe\/1251774\/\" target=\"_blank\" rel=\"noopener noreferrer\">Wisconsin: AB839 and SB667<\/a><\/li>\n<li><a href=\"https:\/\/legiscan.com\/WV\/bill\/SB496\/2016\" target=\"_blank\" rel=\"noopener noreferrer\">West Virginia: SB496<\/a><\/li>\n<\/ul>\n<p>We applaud state policymakers for their commitment to reducing DUI-related injuries and&#160;fatalities.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>While much progress has been made over the past couple of decades, alcohol-involved crashes still accounts for&nbsp;a third of the nation\u2019s highway fatalities&nbsp;each year.&nbsp;That\u2019s why many states continue to look for new tools and programs to combat drunk driving, and why so many states this year&nbsp;are considering 24\/7 Sobriety Program&#160;legislation.
