In its thirteenth annual report, the group called on state lawmakers to pass more laws related to seatbelt and helmet use, child passenger safety, distracted driving, graduated driving privileges for teens, and impaired&#160;driving.<\/p>\n<p>The report grades each state based on what Advocates consider to be optimal laws in each category. <strong>For impaired driving these&#160;include:<\/strong><\/p>\n<ul>\n<li>Mandatory ignition interlocks for all convicted drunk&#160;drivers<\/li>\n<li>Separate or enhanced penalties for impaired drivers who endanger a&#160;minor<\/li>\n<li>Laws that prohibit all open containers and consumption of alcohol in motor vehicles, including among&#160;passengers<\/li>\n<\/ul>\n<p>The report notes that only 15 states have all three laws in place\u2014earning them a \u201cgreen\u201d rating from the organization\u2014while 9 states have an interlock law along with one of the other measures, equating to a \u201cyellow\u201d&#160;rating.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/Advocates-US-Map.jpg\" alt=\"Advocates US Map\"&#160;\/><\/p>\n<p>As with organizations like <a href=\"http:\/\/www.madd.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">Mothers Against Drunk Driving<\/a>, Advocates emphasizes the use of ignition interlocks and automatically gives a \u201cred\u201d rating to any state that does not require the devices for all convicted drunk drivers. Currently only half of all states meet Advocates\u2019 standard for interlocks. In addition, the organization noted that only two states\u2014Texas and West Virginia\u2014added one of the three optimal laws since the previous year\u2019s&#160;report.<\/p>\n<p>Advocates is urging lawmakers to step up efforts to address traffic safety in large part because the National Highway Traffic Safety Administration (NHTSA) has said that preliminary numbers indicate that traffic deaths\u2014including those tied to alcohol-related crashes\u2014rose in 2015, <a href=\"http:\/\/scramsystems.com\/blog\/2015\/12\/drunk-driving-deaths-dropped-in-2014-but-the-news-isnt-all-good\/?__hstc=245775451.c010c256544733511c2aa03cdd6f0a96.1381352111469.1454603295014.1454609642962.480&amp;__hssc=245775451.1.1454609642962&amp;__hsfp=2355071806\" target=\"_blank\" rel=\"noopener noreferrer\">as much as 8.1% during the first six months of the year<\/a>.<\/p>\n<p><strong><a href=\"http:\/\/saferoads.org\/roadmaps\/\" target=\"_blank\" rel=\"noopener noreferrer\">Read the entire <em>2016 Roadmap of State Highway Safety Laws<\/em> report&#160;here.<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Advocates for Highway and Auto Safety (Advocates)\u2014an alliance of consumer, medical, public health, and safety groups and insurance companies\u2014recently released its 2016 Roadmap of State Highway Safety&#160;Laws.
