This post is the last in a five-part series examining the NTSB\u2019s five safety issue&#160;areas.<\/i><\/strong><\/p>\n<p><i><\/i>In the past four posts I\u2019ve explored the NTSB\u2019s recommended countermeasures to affect \u201cmeaningful reductions in alcohol-impaired driving crashes.\u201d These&#160;include:<\/p>\n<ul>\n<li><a title=\"NTSB .05 BAC Recommendation Stirs Controversy in DUI Community\" href=\"https:\/\/www.scramsystems.com\/blog\/2013\/06\/ntsb-05-bac-recommendation-stirs-controversy-in-dui-community\/\">Lowering the legal BAC limit<\/a> from 0.08 to&#160;0.05.<\/li>\n<li>Providing&nbsp; <a title=\"To Drive or Not to Drive: NTSB urges high-visibility enforcement to influence driver decisions\" href=\"https:\/\/www.scramsystems.com\/blog\/2013\/07\/to-drive-or-not-to-drive-ntsb-urges-high-visibility-enforcement-to-influence-driver-decisions\/\">high-visibility enforcement<\/a> of DWI&#160;laws.<\/li>\n<li>Expanding the use of <a title=\"Disconnecting \u201cDrunk\u201d from \u201cDriving\u201d: NTSB Recommends Increased Use of In-Vehicle Alcohol Testing Technology\" href=\"https:\/\/www.scramsystems.com\/blog\/2013\/07\/disconnecting-drunk-from-driving-ntsb-recommends-increased-use-of-in-vehicle-alcohol-testing-technology\/\">in-vehicle devices<\/a> that prevent operation by an impaired&#160;driver.<\/li>\n<li>Addressing the challenges of <a title=\"Moving the Needle: Reducing Alcohol-Impaired Driving Fatalities by Focusing on Repeat DWI Offenders\" href=\"https:\/\/www.scramsystems.com\/blog\/2013\/08\/moving-the-needle-reducing-alcohol-impaired-driving-fatalities-by-focusing-on-repeat-dwi-offenders\/\">repeat offenders<\/a> by expanding the use of DWI Courts and 24\/7 Sobriety&#160;Programs.<\/li>\n<\/ul>\n<p>Reducing impaired driving is a complex problem that defies a simple solution. Rather, as this graphic illustrates, the NTSB&#8217;s recommendations are designed to work in tandem to address different groups of impaired drivers: first-time, repeat, and <a href=\"https:\/\/www.scramsystems.com\/solutions\/drunk-driving\/hardcore-drunk-driver\/\">hardcore<\/a>.<\/p>\n<figure id=\"attachment_2809\" aria-describedby=\"caption-attachment-2809\" style=\"width: 517px\" class=\"wp-caption aligncenter\"><a href=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/2013\/09\/NTSB-graphic.png\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-2809\" src=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/2013\/09\/NTSB-graphic.png\" alt=\"NTSB graphic\" width=\"517\" height=\"456\"><\/a><figcaption id=\"caption-attachment-2809\" class=\"wp-caption-text\">Interrelationship of Impaired Driving Countermeasures<\/figcaption><\/figure>\n<p>But how do you know if you\u2019ve achieved \u201cmeaningful reductions\u201d in alcohol-impaired crashes without establishing clear goals and measures of&#160;success?<\/p>\n<p>To ensure they have a \u201cperformance-based, data-driven system,\u201d the NTSB recommends that&#160;states:<\/p>\n<ol>\n<li>Set specific and measurable targets for reducing impaired driving fatalities and&#160;injuries.<\/li>\n<li>List these targets in their impaired driving prevention plan or highway safety&#160;plan.<\/li>\n<li>Provide a mechanism for regularly assessing the success of implemented countermeasures and determining whether the targets have been&#160;met.<\/li>\n<\/ol>\n<p>In Europe, where a number of countries have taken aggressive measures and set clear goals, deaths due to alcohol-impaired driving have decreased by more than&#160;50%.<\/p>\n<p>Some argue that setting goals requires an investment of human and financial resources that states cannot afford. Although many states are struggling financially, there is no excuse not to ensure they are investing their limited funds&#160;wisely.<\/p>\n<p>As a mother of a young child, I want to know that each state\u2019s substance-impaired driving programs are working. I want to know that the roadways are safe for me and my family. I want to know that states are investing in programs that are making a difference, and not those that provide political cover. I want to know these answers for my home state of Virginia, as well as the rest of the&#160;country.<\/p>\n<p>The NTSB has set the goal of reaching zero deaths and serious injuries from substance-impaired driving.
