{"id":1532,"date":"2012-07-23T10:00:24","date_gmt":"2012-07-23T16:00:24","guid":{"rendered":"http:\/\/alcoholmonitoring.com\/blog\/?p=1532"},"modified":"2020-07-09T09:06:32","modified_gmt":"2020-07-09T15:06:32","slug":"naco-passes-resolution-supporting-transdermal-testin-for-pre-trial-populations","status":"publish","type":"post","link":"https:\/\/www.scramsystems.com\/blog\/2012\/07\/naco-passes-resolution-supporting-transdermal-testin-for-pre-trial-populations\/","title":{"rendered":"NACo Passes Resolution Supporting Transdermal Testing for Pre-Trial&#160;Populations"},"content":{"rendered":"<p>At last week\u2019s <a href=\"http:\/\/www.naco.org\/\">National Association of Counties (NACo)<\/a> annual meeting in Pittsburgh, the <a href=\"http:\/\/www.naco.org\/about\/committees\/Pages\/CommitteeMembers.aspx\">NACo Justice and Public Safety Steering Committee<\/a> approved a \u201c<a href=\"https:\/\/www.scramsystems.com\/blog\/wp-content\/uploads\/2012\/07\/NACo-Pre-Trial-Resolution-2012-CAM.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Resolution in Support of Continuous Alcohol Monitoring for Pre-Trial Populations\u201d <\/a>at the 2012 Annual Conference and&#160;Exposition.<\/p>\n<p>The resolution, sponsored by Multnomah County Commissioner Judy Shiprack and passed by members of the steering committee, encourages counties to integrate <a href=\"https:\/\/www.scramsystems.com\/monitoring\/scram-continuous-alcohol-monitoring\/\">Continuous Alcohol Monitoring (CAM)<\/a> technology into their jail management strategies, in particular for defendants incarcerated during pre-trial stages of case&#160;adjudication.<\/p>\n<p>Prior to passage of the resolution, members of the steering committee heard from a distinguished panel of county commissioners. The panel provided perspectives on \u201cSmart Justice\u201d and the role that CAM plays in their respective criminal justice systems. <a href=\"https:\/\/www.scramsystems.com\/blog\/author\/mmitchell\/\">I was honored to be invited to participate in this panel<\/a>, representing AMS, the largest provider of CAM technology in the&#160;world.<\/p>\n<p>Shiprack described how the use of standardized risk instruments in both the pre-trial and probation setting guide the supervision of offenders at the county level. She also referred to the importance of balancing the intensity of monitoring to the cost of monitoring, which is primarily born by the&#160;offender.<\/p>\n<p>Tarrant County Commissioner Roy Brooks spoke about the use of <a href=\"https:\/\/www.scramsystems.com\/\">SCRAM CAM technology<\/a> in conjunction with integrated supervision strategies that are used in his county, focusing on the pre-trial use of CAM. He addressed the county\u2019s use of an offender-pay model, which requires offenders to participate in the cost of their monitoring, rather than taxpayers.
